Director, Budget and Management
Responsible for preparation of the annual university budget and the Legislative Appropriations Requests. Duties include maintenance of the universityís facility inventory and submission of applicable reports to the State of Texas. Works with university departments as necessary for clarification of budget issues and makes budgeting presentations to appropriate entities and the administration. Reports to the Vice President for Business Affairs and Finance.
Develops the budget format and procedures for review by the administration prior to the beginning of the annual budget cycle. Forecasts revenue projections for various fees and funds used in budget preparation; analyzes and interprets accounting data as it relates to the budget and required internal reporting. Inputs data for budget requests and prepares budget summaries. Prepares the annual university budget. Prepares the biennial Legislative Appropriations Requests. Maintains the facility master data base and oversees the CBM05 report to the Coordinating Board. Analyzes legislation as it relates to the university. Manages current year budget maintenance and control activities. Assists managers and staff with budgetary problems and questions. Develops and prepares periodic and special reports for the Vice President and other university administrators. Serves on special projects as assigned.
Five years professional experience in accounting work or any equivalent combination of experience, education and training which provides the requisite knowledge, skills and abilities.
Thorough knowledge of general ledger accounting systems and state laws and regulations regarding the preparation of budgets by State agencies. Judgment and initiative are required in organizing and developing methods and procedures. Requires strong computer skills.
A Bachelorís Degree in Business Administration is required. Masterís Degree or CPA certificate is preferred.
Ability to communicate effectively orally and in writing. .Ability to work independently and make decisions within the framework of broad goals and objectives. Ability to develop and maintain effective working relationships. Strong organizational skills including the ability to plan, prepare, and compile detailed data. *Regular reliable attendance is required. *This position is designated as security sensitive and requires a criminal background check.
