Associate Vice President, Facilities Services
The Associate Vice President for Facilities Services is the principal facilities administrator, directly responsible for addressing the facilities services needs of Midwestern State University and is a member of the Presidentís Cabinet. Reporting to the Vice President for Administration and Finance, the position includes functional responsibility for facility construction; remodeling and renovation; building maintenance; custodial services; landscaping and grounds maintenance; utility power plant operations; energy consumption and utility costs; vehicle fleet operations and maintenance; contract services; and facilities inventory. With a staff of approximately 80 employees, the mission of the department is to provide the very best facility services to the university community.
Physical Plant budget oversight, careful monitoring of expenditures and good allocation of resources; capital construction oversight; University Facilities Master Plan; landscape planning; strategic planning; energy management; quality assurance of work conducted by building maintenance staff; grounds maintenance; custodial services; motor pool; and other areas. Serves as the primary university representative for coordination with design professionals and contractors. Acts as the technical/design consultant to the university administration and academic college deans and chairs in planning projects for their facilities. Performs direct and indirect supervision of technical, clerical, administrative, and trades personnel. Supervises the operation of the Central Utility Plant in the production and distribution of steam and chilled water for heating and cooling. Analyzes consumption of purchased utilities and plans and executes energy cost reduction measures and energy management systems. Coordinates with the Presidentís Cabinet in prioritizing, planning, and accomplishing critical renovations required to maintain efficient operation and meet instructional needs. Directs and supervises the selection, acquisition, use and maintenance of vehicle fleet, including buses, vans and sedans for use by university faculty and staff. Evaluates performance of staff and actively participates in hiring decisions and dismissals.
At least ten (10) years of progressively responsible planning and construction management experience in managing and directing the activities of design professionals, skilled craftsmen, and maintenance support personnel in an institutional setting.
Must be knowledgeable in all aspects of building systems operation, materials, methods and technology. Must be skilled in the use of personal computers with working knowledge of Microsoft applications: Word, Excel, Access, and PowerPoint.
Bachelorís degree in Engineering, Architecture, or related field, required. Masterís degree, preferred. Professional registration, desirable.
Requires knowledge of all aspects of building systems, operations, materials, methods and technology. Skilled in human relations, communication, and planning and organizing workforces for maximum productivity. Must posses excellent written and oral communication skills; a demonstrated ability in identifying and implementing creative solutions to complex problems; excellent financial management skills; and demonstrated performance in establishing and maintaining productive and collaborative relationships with a diverse range of campus and external constituents. A strong customer service commitment is an absolute requirement.
