Responsible with the Director of Human Resources for the overall coordination and administration of the University's fringe benefits programs for active employees and retirees. Responsible for training benefits staff in the complexities of the university benefit and retirement programs. Researches and troubleshoots escalated insurance and retirement issues. Will be required to prepare reports and statements to applicable State agencies ensuring University compliance. The Benefits Administrator reports directly to the Director.
Manages the tracking and reporting of employee benefit eligibility in accordance with the Affordable Care Act. Assists with interceding on behalf of employees to satisfy claims disputes, works closely with the Employee Retirement System on issues, policies, and procedures necessary to provide group benefits to University employees and retirees. Works with and advises employees in pre-retirement planning including coordination with ERS, TRS, and other State or federal agencies providing retirement benefits. Reviews department procedures related to benefit programs and recommends changes. Ensures compliance with university and department policies and procedures. Identifies and incorporates continuous changes in federal and/or state polices and procedures, ensuring university and department compliance.
Ability to sit and stand for long periods of time.
Five years working with employee benefits programs. Also requires some knowledge of tax laws and accounting procedures pertaining to retirement plans and tax sheltered annuities. Experience in Human Resources, preferably for a public agency. State of Texas higher education experience is desirable. Skilled in use of PC, typewriter and calculator and other office equipment.
Must have extensive experience in working with employees/retirees in stressful situations. Be well organized and able to effectively communicate and brief large groups of employees on insurance programs. Excellent computer skills and knowledge of software technology including Access, Word, Excel, PowerPoint, and Publisher. Knowledge of Banner and People Soft is desirable. Extensive experience in working with individuals in stressful situations. Accounting experience preferred.
Bachelor's degree (preferably with courses in Human Resources, Education, Business, or Public Administration) preferred; however, high school graduation with heavy experience in the specific job areas is acceptable.
Must have excellent communication and organizational skills, accounting experience, and previous knowledge and work experience with insurance procedures and terms. Use 10-key calculator by touch, typing skills, and knowledge of personal computer usage including Microsoft Word and Excel. Experience in managing retirement options and plans (403B, etc.) desirable. *Regular reliable attendance is required. *This position is designated as security sensitive and requires a criminal background check.
