Office of the General Counsel

Welcome to the Office of the General Counsel (OGC) of Midwestern State University (MSU).  The purpose of this website is to familiarize the MSU community with the office and its services.    

MSU as an institution is our client.  The OGC reports jointly to the University’s Board of Regents and to the President and works under their direction.  The office is led by its General Counsel, Barry L. Macha, whose role is to provide legal services to the University and serve as legal advisor to the Board of Regents, the President, and other administrative officers of the University on a wide variety of issues encompassing multiple areas of law affecting the University.  When necessary and appropriate and with the approval of the Attorney General of the State of Texas, the General Counsel is responsible for the retention, direction, and use of all outside counsel to provide legal services to the University.

The mission of the OGC is to provide counsel to MSU on the broad range of legal issues confronting the University with the goal of minimizing legal risk and costs, reducing litigation exposure, and ensuring legal compliance, and to do so efficiently, expeditiously, reliably, and professionally.
