Under the direction of the Director of Information Systems, the Telecommunications Manager manages all telecommunications activities for the Midwestern State University campus. Develops implements and administers telecommunications policies and procedures. Implements and maintains telecommunications capabilities and services as required to meet the needs of the expanding university environment. Represents MSU in dealing with telecommunications companies, industry associations and state and federal government agencies on telecommunications matters.
Manage the planning, design and implementation of telecommunications systems and assist in the design and implementation of data and video network systems. Develop feasibility studies and budget cost information pertaining to the acquisition, operation, maintenance and disposition of telecommunications facilities, equipment and services. Also develop, implement and administer policies, guidelines, standards and training programs necessary to insure adequate telecommunications facilities and services. Conduct application research studies as appropriate to identify new methods, techniques and equipment which would enhance the operation of existing systems and networks. Administer the installation, change-out, modification or purchase of telecommunications equipment and services based on determination of the most appropriate capabilities required to meet the needs of the various users. Direct and conduct traffic analysis studies of long distance usage to determine and implement the most cost effective rates for staff, faculty. Conduct audits of telecommunications bills to insure payments are appropriate for equipment provided and services rendered. Assist in evaluation and coordination of data network applications and network management. Provide liaison with telecommunications common carrier and equipment companies, industry associations and state and federal government agencies on telecommunications matters affecting the general interests of Midwestern State University. Provide leadership assistance to all system users relative to increasing the operational efficiency of various functions through improved application of telecommunications capabilities available. Coordinate efforts to achieve accurate and timely publication of telephone directories.
Ability to lift 25 lbs. Ability to sit or stand for long periods of time. Must be able to climb ladders, with good manual dexterity for wiring. Must be able to read blue prints
Eight years work experience including at least five years in the field of telecommunications. At least three years experience in responsible management capacity
Ability to communicate effectively with a wide constituency. Working knowledge of telecommunications utilities operations; working knowledge of digital switching systems for voice and data; working knowledge of traffic analysis and network management techniques.
Any combination equivalent to graduation from an accredited four-year college.
Knowledge of computer mnemonics programming, UNIX operating system, and communications software. Knowledge of electronics and electrical circuits.
