Assistant Director, Human Resources
The Assistant Director of Human Resources assists the Director in administering a human resources program that ensures compliance with university, state and federal policies, procedures, laws, and regulations. Designs new training and development programs to enhance the effectiveness of employee performance. Facilitates training workshops, presentations, and creates a positive learning environment. Conducts compensation reviews. Analyzes salary market data and participates in salary market surveys. Assists in the preparation and review of data for internal promotions, reclassifications, and university-wide merit and equity salary adjustments. Assists with reviews of the FLSA designation of classifications. Acts as a liaison with University approved outside counsel to assist in the visa application process for international employees. Works closely with the Director to ensure compliance with state and federal directives pertaining to recruitment, selection, classification, compensation, training, and evaluation of university employees. Assists the Director in compliance with Affirmative Action, Americans with Disabilities Act, Fair Labor Standards Act, and related legislation. Assumes duties of Human Resources Director during director's absence. Reports to the Director.
Assists in interpreting and adapting relevant state and federal human resource regulations. Coordinates and conducts human resources training activities for the university to include mandated employee compliance training and staff development and enrichment programs, files reports, and maintains required records of completion. Compiles and analyzes wage data through comprehensive salary survey processes. Oversees staff recognition programs including the annual staff awards and employee pinning luncheon. Responsible for the maintenance of personnel records for benefit eligible faculty and staff and the preparation of human resources statistical reports and surveys required by state and federal agencies. Tracks and assesses staff performance reviews. Maintains files on all inactive employees and handles related inquiries on past employees, including retired faculty and staff. Performs the administrative processing of new hires and terminating employees. Studies human resources needs and problems and recommends appropriate actions. Assists the Director in decisions related to management of records and data standards within the HRS computer system. Responsible for accuracy of HR data reported to the state. Operates a personal computer for information retrieval and data entry into university mainframe. Performs maintenance of data tables for the classified pay plan and job descriptions, including website maintenance. Provides support to the Benefits Coordinator and works closely with the Director to ensure compliance of the retirement and savings programs. Performs related work as assigned.
Three or more years of progressive human resource experience, preferably for a public agency. State of Texas higher education experience is desirable. Experience in salary administration, employee training, and fringe benefits administration preferred. Must be experienced in the use of computers and computer software programs such as Word, Outlook Excel, and Access.
Must have extensive knowledge of federal, state and university laws and regulations relating to human resources administration and implementation, including AA/EEO, ADA, FMLA, FLSA and tax-sheltered retirement plans. Requires excellent computer skills including the use of Microsoft computer programs and automated human resource systems. Basic analytical ability is required.
Bachelor's degree (with courses in Human Resources, Business, or Social Science) or equivalent experience.
Requires excellent oral and written communication skills. Must be able to plan, organize and coordinate programs and activities within prescribed time frames, while maintaining effective working relationships with others. Must be able to read and interpret human resource rules and policies and communicate these to employees. Ability to utilize computer technology in conjunction with human resources system.
