Title: Human Resources Assistant III
Description: Performs responsible and complex administrative work and training under the general supervision of the Director of Human Resources but with considerable latitude for the exercise of initiative and independent judgment. Duties involve planning, designing, organizing, conducting, and evaluating training programs; analyzing training needs; preparing training materials and manuals; and coordinating training sessions. Additionally, assists the director in management of compensation programs to include wage and salary administration and classification. Generally assists the Director in the operation of the personnel office and in the planning and execution of personnel policies and procedures.
Examples: Coordinates and conducts human resources training activities for the university to include mandated employee compliance training and staff development and enrichment programs, files reports, and maintains required records of completion. Presents information to groups and individuals using a variety of instructional techniques. Assesses and analyzes training needs. Researches, designs, develops, evaluates, and reviews training programs and materials and recommends modifications as appropriate. Formulates learning objectives and develops methods for the evaluation of training effectiveness. Ensures the effective utilization of training methods and techniques and promotes training services. Compiles and analyzes wage data through comprehensive salary survey processes. Provides assistance and makes recommendations on classification and salary administration. Assists in preparing reports and participates in the overall coordination and operation of the Human Resources Department.
Physical Condition: Ability to sit and stand for long periods of time.
Experience: Should have experience in human resources work, preferably for a public agency. Requires experience in teaching or training and demonstrated ability in the use of instructional and training technologies and methods. Should be experienced in the use of computers and computer software programs such as Word, Outlook and Excel, Access, PageMaker, and Publisher, and PowerPoint.
Knowledge: Good computer skills and knowledge of training procedures and instructional design and techniques. Knowledge and understanding of applicable Federal, State, and institutional rules, regulations, laws and policies and the ability to effectively apply them to the institutional human resources function. Understanding of compensation administration and classification principles and applications, helpful.
Education: Bachelorís degree (preferably with courses in Human Resources, Education, Business, or Public Administration) or equivalent experience is desirable.
Additional Requirements: Ability to establish and maintain effective working relationships and to deal effectively, courteously, and professionally with a diverse group. Must have ability to formulate learning objectives and execute training programs. Requires strong interpersonal and organizational skills. Ability to interpret and communicate personnel rules and policies to employees. Confidentiality a must. *Regular reliable attendance is required. *This position is designated as security sensitive and requires a criminal background check.
